[] The way my group has always played (and GM'ed) it is that the spell can't be significantly more powerfull than any other spell at the same level. A first level illusion spell is NOT going to really be as effective as a 7th level Magic user spell. Oh yea, they can go ahead and blast away, but the higher level the effect they want, the more prone to disbelief it will be... Think about it, if this were not so, then why is there a limited wish and a wish spell (etc) ??? The idea with these 'universal' spells is that they allow a player to 'create' his/her own effect/spell at approximately the same level as the spell (not n orders of magnitude higher!).
