One problem with jails in an FRP setting; if the guards are at all
competent, they know about spell casting.  Clerics are pretty easy
to spot, so the militia knows as they drag you in that they are
risking Command and Sanctuary spells, etc.  Psionics they might
worry about; it's a rare power with a hefty caveat attached (psionic
randoms).  But the guards will certainly act to render the cleric
incapable of casting spells by tying him/her up, gagging the person,
etc.  Even in the two-bit town that the subject cleric found herself
in, the militia is relatively competent.
