It does not mean she/he will follow anyone else's code (in this case the town's laws). It may be that the character's code is "obey the law of the place where you are". But it may not be, also. The best example of lawful evil alignment I can think of is a Mafia soldier. If you ask Louie "The Crocodile" , he will tell you that he is "a man of honor". This honor includes such things as not killing his competitor's families (just his competitors), and not telling the police anything. It is a very strict "law".
