[net.math] Chain problem can't be answered

Dave Seaman claims the chain problem has no answer because there's no limit
given on the space of possible required lengths. But there is a limit:
the length of the chain. All required lengths that are longer than the
length of the uncut chain are unattainable regardless of where the chain
is cut, and are thus irrelevant.
