Well, since we're on the subject, let me add my two cents.  I bought an
off-brand tank bag that I have been very happy with.  I paid $40 at a local
cycle accessories store for the Corona Touring bag.  It's made out of a
rubber and fabric backed vinyl, and is a simpler affair than the expensive,
name brands.  It uses two rubber straps that go laterally around the front
and back of the tank.  These hold a nylon pad that is foam rubber backed to
the tank.  The pad has four luggage clips (like those that hold a two suit,
fold up bag together), two on either side.  There are two bags (I don't
know the capacities, but together they hold a *lot*).  One is an attache
sized bag, which I use every day for commuting to and from work.  The other
is almost cubical, with the rear panel sloping back so that this bag has
the same footprint as the smaller bag.  Both bags have a map pocket, and
either can be used independently.  Or, the big bag zips onto the top of the
small bag; the zipper runs around 3 1/2 sides and seems to hold them
together very well.  Each bag has a one-way zipper openning across the back
and halfway up each side.  The set comes with a rain cover that was able to
withstand the worst that England and Scotland could for two weeks.  This
system has served as luggage on two transatlantic trips and a
transcontinental one in the three + years I have been tormenting them.  I
feel that I've easily gotten my money's worth.
