My technique with fireworks is to use f/8 (25 asa), f/11 for faster (64 asa) slide film, and use B and a tripod and a lens cap or black card (not touching the camera so that city lights come out unshaken), and expose for at most a minute or two. You can shoot the scenery at sunset just before the fireworks and then double-expose the fireworks...
