Brookstone carries a mat cutting system for under $50.  To quote their
catalog:  "Cuts borders, nicely beveled at 60 degrees, from 1 1/2" to
6 3/8" wide, in 1/8" or 1/16" increments.  Cuts as long as 32" (longer
cuts may be made by simply shifting the mat).  Very easy to use, even if
you're a lefty.  Comprehensive 96 page booklet explains techniques..."

It includes a straight-edge and cutter.  I've never used it, but Brookstone's 
stuff is usually pretty good.  Send for a catalog to:

The Brookstone system is in fact the Alto's E-Z-Mat system mentioned by
another poster.  It is available from other mail order sources than Brook-
stone, which outfit is usually overpriced somewhat.  I agree, with a miminum
of effort this can produce professional quality results, but if you plan on
quantity output you might want to replace the cutter itself.  The gizmo is
pretty clever, and the booklet that comes with it is chock full of good
suggestions and innovations.

The bevel cut must be within about 6 inches of the mat edge with this system,
or much extra effort is needed.  However this probably meets 99.99% of the
need.
