[net.news.b] The numbering of news releases

Is there some reason why, since releases 2.8 and 2.9 are supposed to be simply
fixes to major bugs in release 2.7, they weren't numbered 2.71 and 2.72?

Where did 2.9 come from?  Was it posted last week during
the Indian Hill news blackout?  I know that ihldt did not
receive any part of 2.9.  I would appreciate any details
and diff scripts to 2.7 or 2.8 to bring us up to date.
