[net.news.b] bug reports

I would like to remind people to send their bug reports to
ucbvax!arpavax:usenet, not to me.  I just forward all bug
reports to Matt.  Also, please be sure to say what version
of news you have - it's frustrating to get a bug report for
a bug that has already been fixed, and not be sure it isn't
some weird case you missed.
