[net.news.b] Creating new groups as root

When trying to create a new group as root,
inews -C dist.group
does not seem to work.  If you use:
inews -t newgroup dist.group -n dist.msg.ctl
it works fine.  I may have pinned the problem
down wrong (though inews -C has never worked for
me as root), but the solution does work.
