[net.news.b] Yet another B news bug

Here's a bug in 2.10 B news I just ran into:  the DATELEN is too short.

Background:
I was trying to feed mail received from ARPA sites into news (we
do this for a number of bboards).  The temporary solution we've
been using for forever makes all the headers go into the body of
the message (so that you have to read them all the time).  (The -h
option seems to disable the -f option.  Why?).  Anyway, the solution
to that was to use rnews and write out the headers beforehand.

Symptoms:
Run "rnews < file" where file has lots of ARPA-style "Received:"
header lines.  These are often quite long (100 chars is not uncommon).
This overflows the buffers in inews, and it says:

	inews: Cannot parse expiration date.

Argh!  Anyway, I'm going to "fix" the problem by changing such lines
to "Rcvd:" or maybe some other case mixture.

Further minor quibbles:

The "header format" inews accepts isn't RFC733.  Inews doesn't
ignore the case, nor does it handle leading nor trailing whitespace.

There are no checks for buffer overruns (which would have caught the
other problem).

The -p option isn't documented.
