[net.news.b] BUFLEN too short for references field?

The References field of the header is kept in a BUFLEN size buffer
in 2.10.  On a pdp-11 this is only 128, clearly too short.  I guess
it really ought to be dynamically allocated, but I'm not volunteering.

Only a guess, but maybe that's why this article was mangled?
