[net.news.b] USG inews 2.10.2 creates root-owned directories

Under 2.10.2 on a USG system, my inews seems to create new groups with their
directories owned by 'root'.  The workaround is simple, since I get mail
about every group created, but it worked under 2.10.1.  Is this a bug or did I
blow it building 2.10.2?

Most new groups have been created correctly, however I just saw one that was
created with owner-root group-sys.  I am running 2.10.2 with rn patches on
a System V AT&T 3B20S system.

I suspect that "inews" is being run with the effective UID not the same as
the real UID.  In this case, "mkdir" will create directories owned by the
real UID instead of the expected effective UID.  There doesn't seem to be
any way around this.

Make sure inews is owned by news, and grouped to news.
