However, the impression was perhappps given that SVFR clearances all way's come from ATC in the tower controlling ATAs. as I mentioned previously, there are many control zones surrounding uncontrolled airports. Although there is no tower, there is still ATC (ARTCC, RAPCON, TRACON, or even a FSS). You may have to communicate with them by phone, if you're on the ground. Another aspect of SVFR that makes it distinct from IFR, is that when an aircraft is operating on a SVFR clearance, NO OTHER operations are allowed in the CZ. It is assumed that the SVFR pilot cannot adequately follow the clearance (as is assumed during IFR), so they keep the CZ clear. Thus, it is very important to notify ATC when you are clear the CZ, otherwise, they may have to delay other SVFR or IFR operations.
