It's worth noting that it isn't just airports that have problems with encroaching residential areas. Farming areas near cities have exactly the same sort of problem - people buy farmland to build houses on to get away from city living, and then discover that they don't like some of the smells that tend to be produced by farms that have livestock. Sometimes, they try to get local bylaws passed restricting the operations of the farmers. Perhaps some sort of zoning regulation would help keep farmers (or pilots) and homeowners out of each others' hair. Regulations to keep commercial and industrial operations out of residential areas exist; perhaps farmland and airports need protection from residences.
