Does anyone have suggestions of where in the San Francisco Bay Area
is there a good outfit to get IFR instruction, assuming the written
has already been passed?

     I would strongly recommend starting by taking an instrument simulator 
     class at a local community college (I took mine at Foothill College but
     there are others in the area with such courses).  The course is 
     surprisingly inexpensive and I found that one hour of simulator time
     with a good instructor is equivalent to considerably more time in an
     aircraft, and the simulator time you log with an instructor counts
     toward your required 40 hours.

     As for which FBO to go to, I did my training at Amelia Reid Aviation
     at Reid Hillview airport, but I think the instructor is more important
     than the FBO and there are good CFIIs (and bad) working at just about
     every FBO which offers instrument instruction.
