ARSA (Airport Radar Service Area) replacing TRSA !!???!!

In a letter to airmen (#83-3) the local FAA office announces the implementation
of ARSA at Robert Mueller Municipal Airport here in Austin, TX,
effective Dec 22, 83.  Besides Austin, Columbus, OH (Port Columbus Airport)
has been selected as "lead site", effective Jan 19, 84.  In Austin, it is
proposed to be tested for 1 year, possibly less in Columbus.

Below, I'll try to present extracts from view-graphs used in a presentation;
if sufficient interest is expressed to me, I may follow-up with the complete
text of an "AUSTIN ATC TOWER LETTER TO AIRMEN NO. 83-3".

ARSA = Airport Radar Service Area, formerly "Model B Airspace"

Has been recommended as a possible TRSA [Terminal Radar Service Area]
Replacement Program by the National Airspace Review (NAR)

ARSA is REGULATORY airspace =================

o  arriving aircraft required to establish 2-way radio communication PRIOR to
   entering
o  departures from primary airport must maintain 2-way radio communication
   WHILE in ARSA
o  departures from satellite airports within ARSA establish 2-way radio
   communication PRIOR to or ASAP after departure (ASAP - as soon as possible)
o  overflights - same as arrivals

ARSA procedures =================================

all aircraft operating within ARSA MUST participate in services

o  sequencing of arrivals (ALL)
o  standard IFR seperation (IFR-IFR)
o  conflict resolution (IFR-VFR)
o  traffic advisories (VFR-VFR)

Other than the larger wedding cake and the mandatory participation, what are
the other differences? I fly out of Port Columbus and haven't noticed any
problem with the current TRSA. With the new system,
the workload will go up considerably though
as there is a large practice area within the TRSA. Controllers normally have
students squawk VFR and leave them alone out there. This frees up to 10 or
more codes. Try keeping all of those in your head!
