SUBJECT:  Implementation of Austin ATC Tower AIRPORT RADAR SERVICE AREA

CANCELLATION:  December 21, 1984


1.  BACKGROUND
---------------

On Aug 9, 1982, Task Group 1-2.2 of the National Airspace Review (NAR) was
charged with making specific recommendations concerning Terminal Radar Service
Area (TRSA). The group recommended discontinueing TRSA's and the implementation
of a new program referred to as Model "B" Airspace.

The FAA believes there is merit in the task group's recommendation to standard-
ize the designation of airspaces within which terminal radar air traffic
services are provided and the operating rules and procedures for operations
conducted within the airspace designations.  Accordingly, the FAA proposes to
establish Model "B" airspace and service at the Austin, Texas, Robert Mueller
Airport during a 1 year confirmation period prior to considering general
rule-making action to incorporate the recommendations into the National
Airspace System.  The FAA believes a more descriptive designation for Model "B"
Airspace Core is "Airport Radar Service Area (ARSA)" and proposes to use the
term for that designated airspace.

Confirmation period in Austin, Texas, will begin on December 22, 1983, and is
proposed to remain in effect for 1 year.


2.  AIRPORT RADAR SERVICE AREA (ARSA)
--------------------------------------

The Austin ARSA is depicted on the attached chart.  The physical dimensions of
the ARSA is that airspace within a 5 nautical mile radius of the ... airport
extending from the surface to and including 1200 feet AGL, and within a 10
nautical mile radius ..., extending from 1200 feet AGL to and including 4000
feet HAA [height above airport] (4600 feet MSL).


3.  OUTER LIMITS AREA
--------------------

The Austin outer limits area airspace extends to the boundary of Austin
Approach Control's delegated airspace wherever radar/radio coverage exists.
While strongly encouraged, two-way radio communications is not a VFR
requirement in the Austin outer limits area and aircraft are not restricted
from entering/transiting the airspace.

4.  REQUIREMENTS.
------------------

As defined by FAR unless otherwise authorized or required by ATC -

  a.  Arrivals and Overflights - No person may operate an aircraft in the
	Austin ARSA unless two-way radio communication is established prior
	to entering the ARSA and is maintained while within the ARSA between
	that aircraft and the Austin Tower/Approach Control.

  b.  Departures - No person may operate an aircraft within the Austin ARSA
	unless:

	(1)  Two-way radio radio communication is maintained while within ...

or	(2)  Prior to, or as soon as possible after, departing a satellite
	airport, two-way radio communication is established and maintained ...

  c.  ATC instructions and Clearances - Except in an emergency, no person may,
	while within the Austin ARSA, operate an aircraft contrary to an ATC
	clearance or instruction.

  d.  Traffic Patterns - No person may take off or land an aircraft within ...
	except in compliance with FAA arrival and departure traffic patterns.

  e.  Ultralight Vehicle and Parachute Jump Operations - No person may
	operate an ultralight vehicle within, or make a parachute jump within
	or into, the Austin ARSA except under the terms of an ATC authorization
	issued by Austin Tower/Approach Control.


5.  ATC SERVICES PROVIDED BY AUSTIN TOWER/APPROACH CONTROL
----------------------------------------------------------

  a.  Services provided WITHIN the ARSA shall be as follows:

	(1)  Sequencing of all arriving aircraft to Robert Mueller Airport.

	(2)  IFR be provided with standard separation.

	(3)  Traffic advisories and conflict resolution so that radar targets
		do not merge will be provided between IFR ... and VFR aircraft.

	(4)  Traffic advisories between VFR aircraft.

  b.  Services provided outside the ARSA:  The same services will be provided
	to pilots OUTSIDE the ARSA, but within the outer limits of Austin
	Approach Control airspace, upon establishing two-way radio
	communications and in radar contact.

  c.  Aircraft departing and arriving TIMS Airpark and BIRD'S NEST Airport
	shall remain clear of the Austin ARSA until establishing two-way
	communications with Austin Approach Control.
