The bizzar helicopter described is a gyrocopter and is available from at
least two suppliers, Benson and Ken Brock.  The Benson gyrocopter has
been the "standard" for many years and, in fact, Brock's gyrocopter uses
Benson main blades.  All currently available gyrocopters are homebuilts that
can be purchased in kit form of varying completeness.  The gyrocopters are
also available as a "kite" version with no engine.  The kite is towed behind
a vehicle such as a car or boat.  I don't have addresses available today, but
if no one supplies it before tomorrow, I'll supply the addresses of all known
suppliers.  They do require a pilots license to fly (rotorcraft, gyrocopter).
However, they can be flown solo with a private airplane license or with a
student gyrocopter license.  Brock can supply dual instruction (highly
recommended).
