Thanks for the replies.  I was told by the examiner that all that was
necessary was for him to attach a note and list PENDING in the
temporary certificate.  However, he also said that both the
certificate number AND the SSN would stay in the database.  It seems
that purging the SSN would take more effort.  He suggested that I
write to Oklahoma.  When filing for my private I didn't have time to
think about the application form.  It turns out that the top part of
the form is supposed to explain this business about using or not using
the SSN.  That section is meant to be torn off before being submitted
and both the FBO and the examiner had a stack of them already torn off
to make them 8.5 x 11.  Hardly anyone gets to read it.

Anyhow, I was less interested in my own privacy than in exercising the
bureaucracy and reminding everyone that it has not yet been decided to
institute a UID.

When I got my instrument ticket, I decided I did not want my
SS number on it (it had been on my original private license).
I told this to the examiner.  She was very courteous about it:
where the form said "certificate number," she wrote "PENDING,"
and sent it off to the FAA.  When my permanent license finally
came back, it had a brand new number.

Just make sure you make a record somewhere of your certificate
number.  If you ever lose it, you may not be able to get another
one without the number.  When I moved, I sent a letter to the
FAA to that effect, enclosing a check for $2, and saying that I
wanted a new certificate with my new address.  I got back a
form letter saying that they could not find me in their files
and could not issue a new certificate without my social security
number.  I sent back a letter giving my certificate number, saying
that my certificate number was NOT my social security number.
I didn't bother to tell them that I had put my certificate number
on my original request, figuring they had overlooked it.
I figured right: a new certificate came back almost by return mail.
