I read CAP as Combat Air Patrol not Civil Air Patrol. Combat Air Patrol
is flying around waiting for the bad guys. The guy may be joking, I
doubt it, but his sentence did make sense.

There will be both F16's and Cobras on full time alert during the
Olympics.  If you're flying in that area and a milatary aircraft
flies up to your 2 o'clock, just following along and check out 121.5.

Also, read up on your Airman's Info Manual for the procedures for
interceptions.

Or you can just double check on the NOTAMS, and stay away for funny
areas.  Or just keep away from So. Calif. until September.
